In high-risk disaster-prone countries like Indonesia, an effective Early Warning System (EWS) delivers maximum impact only when supported by communities that understand how to respond to alerts, recognize evacuation routes, and know the correct steps to take before, during, and after a disaster occurs. This highlights the importance of strengthening disaster preparedness and community resilience as a foundation of national safety.

She emphasized that building a strong culture of preparedness must be done continuously through early-stage education.
